Embroidery hoop
Jingle bells

Embroidery hoops are inexpensive and available in a wide variety of sizes. Hoops that are 3-6 inches wide work best as mini tambourine party favors. You can find them in the embroidery section of your local craft store.
Step 1: Loosen and unscrew the embroidery hoop. This step will separate the two pieces that make up a single hoop. One half is made to fit snugly into the other half.
